Automatically calculate dipping tube initial gas volume

The initial gas volume for dipping tube type hydropneumatics tanks will now be calculated by HAMMER when calculating the model.

Other updates and improvements to dipping tube hydropneumatics tanks that were included through a patch in the previous version of HAMMER.
